SMART maintains an active practice dedicated to SLG agencies who provide transportation-related services. We specialize in operational and IT related functions that are non-highway in nature including ERP systems (Peoplesoft and SAP) for HR/Payroll, Accounting, Treasury Management, and Procurement/Strategic Sourcing, IT infrastructure development, Risk and Audit Reviews of operations, Disadvantaged Business Utilization and Compliance, and Highway Maintenance process and procedures. In recent years, our team worked with numerous transportation agencies including the following:

• Illinois Department of Transportation – completed analysis of their internal procurement practices with an emphasis on spending for Disadvantaged Business.

• Maryland Department of Transportation – working with agency on several projects including managing a large procurement/sourcing project and auditing procurement card expenditures.

• Metro Nashville, Tennessee – helped this combined city/county government reengineer and automate their entire procurement function, which included their Public Works Department. In addition, using our SPF toolset, we implemented a new capability to track and monitor compliance with spending for small and disadvantaged businesses.

• Pennsylvania Department of Transportation – assisting agency in assessing its IT infrastructure needs for ongoing applications.

• Pennsylvania Turnpike Commission – numerous projects including SAP implementation, IT risk audit of automated toll collection system, review of credit card processes and Information Technology Infrastructure Library (ITIL).

• New Jersey Turnpike Authority – several projects including a full ERP (PeopleSoft) implementation, infrastructure and organization design, and Strategic Sourcing.

• South Jersey Transportation Authority – several projects assessing and making recommendations on their IT infrastructure.
