The All Hazards Foruum (AHF) was formed to address the mid-Atlantic region’s response to any type of hazard, focusing specifically on developing whole-region solutions with respect to interoperability, mass casualty, mass care, wide-area evacuation, DHS grants and Law Enforcement Fusion Center standardization. The AHF is comprised of stakeholders from government, industry, education and non-profit organizations. Geographically, the AHF mid-Atlantic Chapter includes North Carolina, Virginia, West Virginia, Maryland, Delaware, Pennsylvania, New Jersey, New York, and the District of Columbia.
SMART engaged the AHF on a pilot project to establish a baseline framework supporting AHF programs, projects and funding efforts. That same framework was then leveraged to develop initiatives, phased management approaches, collaboration on grants, information sharing and requirements development. To achieve this desired end-state, SMART provides its services to help the AHF establish a viable Program Management Office (PMO) framework, while also implementing a PMO that is sensitive to existing resource constraints under which the AHF operates. SMART PMO integration was achieved through execution of three distinct PMO implementation phases of operation. These phases provide the structure for a stable, yet adaptive Program Management Office.
Phase 1 – PMO Startup - Activities include the initial implementation of infrastructure, definition of standards, and development and documentation of procedures and protocols.
Phase 2 - Program/Project Initiation –Program/Project Initiation activities include conducting program/project kickoff meetings, providing best practices and other knowledge sharing and orienting team members to the procedures/standards that govern the project’s interaction with the PMO through its lifetime.
Phase 3 – PMO Operations - Encompasses recurring reporting and management activities that take place across all projects in the PMO portfolio. The activities of this phase include managing issues, consolidating and distributing status reports and providing regular performance updates. |
| SMART is the Health and Welfare benefits consultant for the School District U-46, the second largest school district in the State of Illinois. We assisted the Health Care Committee, which is composed of representatives of management and collective bargaining units, in designing a new health care benefit program and employee assistance program.
With respect to the new program, we also assisted the leadership of the collective bargaining units in communicating the new plan to their members prior to the ratification, created a request for proposal, assisted the District in evaluating the responses to the RFP, advised the District on the business aspects of the agreement, assisted in developing a communication program for open enrollment, and assisted in the implementation process. We are assisting the District now with the on-going administration of their benefit programs. |
The Illinois Department of Transportation (IDOT) enlisted the assistance of SMART to help them in analyzing the key processes within their procurement function. With over $2.5 Billion in annual spending, IDOT is continually challenging itself to streamline processes, enhance controls, and improve its strategic operations. SMART was an instrumental partner in this process by helping the organization identify process enhancements, technology improvements and opportunities to its procurement and finance functions.
As part of this initiative, IDOT was able to strengthen its procurement function while also enhancing its outreach to minority and disadvantaged business enterprises that work with the organization. SMART’s extensive experience in procurement and sourcing solutions has provided IDOT with a dependable sounding board and ongoing advisor as it continually improves its procurement practices. |
SMART assisted with a county-wide, PARIS-funded document management needs assessment, document inventory, business process review, creation of records handling procedures, and development of a five-year strategic plan.
Mercer County, New Jersey selected SMART to help them gather a comprehensive records inventory, define procedures for handling records and investigate possible shared services opportunities with municipal governments. For the records inventory, SMART was able to define records handling procedures for each record type, providing all County departments with policies to manage their records inventory and mitigate legal and operational risks.
SMART’s investigation into potential shared services entailed providing the participating municipal clerks with an online tool to gather records information, verifying the records information through interviews, and determining points where:
• The County and municipalities interact directly to share records
• Multiple municipalities interact to share records
• Processes are duplicated between multiple municipalities
• Processes are duplicated between the County and one or more municipality. This data was used to generate recommendations for shared services based on need, participant ability, cost, and shared benefit. In addition to the records inventory, the records handling policies and procedures, and the shared services assessment, SMART provided a preservation plan, needs assessment, gap analysis, and 5 year strategic plan to assist the County in efforts to focus on streamlining operations and preserving the County’s cultural heritage. |
SMART was recently engaged by the Pennsylvania Office of the Attorney General (OAG)to replace four legacy applications which needed to be upgraded to integrate with a core application using Microsoft's .Net technology platform. These applications supported the management of seized assets as well as the management of drug task force budgets and expenses. SMART worked with the OAG/IT team to plan, design, develop and implement newly revised processes, and then used a .Net toolset known as the SMART PROCESS FRAMEWORK (SPF) to put the technology in place for this revised functionality. During the course of this project, SMART completed the following tasks: |

Analyzed the current legacy applications and identified system enhancements and core functionality that needed to be migrated to the new technology platform. |

Identified, selected and installed software to support the development environment. |

Designed and developed program specifications. |

Developed the four core modules which replaced the legacy applications utilizing the SMART Process Framework which is built on Microsoft’s .Net Framework utilizing a SQL Server 2005 database and ASP.net/C+ as the primary development languages. |

Developed a data migration strategy which identified the core data tables and field in the legacy applications and mapped that information to the new application data model. All necessary data transformations were also identified during this effort. |

Tested and documented all software developed as part of this project. |

The project was completed on time and within the budget. The above applications were also integrated into the OAG's newly developed Case Management system. |
